Statement by Internal Market Chair Anna Cavazzini on the Consumer Agenda 2025-2030

Today, European Commission adopted the new European Consumer Agenda - an EU consumer policy framework until 2030.

 

The agenda focuses on four large priorities: removing obstacles, for example regarding mobility or access to cross-border services, for consumers in the single market; enhancing digital fairness (including better protection for minors online); fostering sustainable consumption; and strengthening enforcement of consumer rights, especially by tackling unsafe or uncompliant products sold on our market and unfair commercial practices.

 

Anna Cavazzini (Greens/EFA, DE), Chair of the Committee on the Internal Market and Consumer Protection, commenting on the plan, said:

 

“We need to update our high level of EU consumer protection for the digital age, empowering consumers to buy sustainably despite the rising cost of living. The new EU consumer agenda sets the right focus; we must reduce the massive power imbalance between consumers and dominant big tech.

 

“I welcome the European Commission's intention to introduce a Digital Fairness Act that closes existing regulatory gaps in our digital rulebook to protect consumers from addictive designs and manipulation. Enforcement and implementation of our high level of consumer protection needs to be at the top of the agenda. This includes an EU market surveillance authority and the long-overdue reform of the regulation on cooperation in consumer protection.

 

“To incentivise sustainable consumption, the green by design approach in e-commerce can help direct consumer demand into sustainable products made in the EU.”

 

Background

 

The Consumer Agenda 2025-2030 builds on the previous one adopted in 2020. It complements the Single Market Strategy, the Competitiveness Compass, and the upcoming Single Market Roadmap.
